Lower 4 Mile Run repaving stalled by flood‑plain permit threshold, staff say

Parks staff told the BAC that plans to widen and pave the lower 4 Mile Run Trail were delayed after officials determined the work would add more than 2,500 sq ft of impervious surface and require a land disturbance permit and water‑quality review; staff now expect plan approval this fall.
