Minutes from the joint Sept. 1 meeting show repeated motions to close for attorney-client privileged information under Minnesota law. For JD9 the record states: "Motion to close the JD9 meeting to receive attorney-client privileged information under Minn. (Stat. §13D.05, subd. 3(b)) made by Commissioner Paplow with a second by Commissioner Liepold. Vote 4-0." Similar motions and unanimous votes were recorded for JD13, JD24 and CD52.
