Staff explained that Oregon and Washington have different administrative pathways to establish toll rates and policies and that aligning those pathways is essential for a coherent bi‑state public engagement. Aaron Halbert summarized Oregon’s process: drafting a rate proposal package, internal review including the attorney general’s office, coordinated public engagement, formal filing in the Oregon Bulletin, a 5–6 week public comment period, a public hearing and final adoption with publication in the Oregon Administrative Code at least 30 days before rates take effect.
