Labor Relations Director William Winfield presented council bill 121219, telling the committee that the measure "addresses pay compression and pay inversion affecting 5 non represented senior and supervisory titles following the implementation of the 2023–2026 Coalition of City Unions labor agreement." Winfield said the coalition agreement raised pay for roughly 500 represented titles, which narrowed or reversed pay relationships for related non‑represented supervisory titles.
