Council Member Russell introduced Ordinance No. 26-04C on Sept. 14 to add a Parks and Recreation Board to the City of Stuart’s Code of Ordinances. The ordinance received its first consideration; the initial roll-call vote recorded Ayes from Capps, Ingwers, Nelson and Russell and a Nay from Kalbach.
