The board opened the floor for public comment on the proposed recycling service plan and, hearing none, moved to adopt the plan. The chair entertained a motion and the resolution was adopted by roll call. "All in favor?" the chair asked; the roll call reflected six ayes and one absent and the chair declared the motion carried.
