City engineer John Hurdigan told the council the 3rd Avenue street improvements are progressing: all pipe work is in the ground, crews had installed a force main connection, and curb and gutter followed by paving are expected in late September to mid-October. Hurdigan reported the contractor had submitted partial payment application No. 3 and said, "To date, we've completed, just over $2,000,000 of improvements," and that the contractor requested $558,234.70 for the partial payment.
