Commission adopts changes to Strategic Capital Investment Reserve pilot policy

The Commission adopted Resolution 10653 to amend the SCIR pilot, clarifying eligibility, application completeness, timelines and governance; staff said the program dedicates $2 million annually within each utility for eligible infrastructure that benefits existing customers and development.

The City Commission unanimously adopted Resolution 10653 on Sept. 1 to amend and restate the Strategic Capital Investment Reserve (SCIR) Program Policy. Strategic Development Officer Brock Cherry said the SCIR pilot dedicates "two million dollars annually within each of the City's water, sewer, and stormwater utilities" to public infrastructure projects that benefit the utility systems while supporting new development.
