Staff restated the commission's term rules: "Everybody can only serve up to 2 terms," the staff member said. Members asked about edge cases and the staff explained that congressional appointees have different eligibility rules; one member was told that a legislatively appointed member would be eligible for a second term, while a congressional appointment may not be automatically reappointed and would require a random-selection reappointment process described in the discussion.
