The SACCO's account administrator reported a preliminary municipal budget that includes a 3.5% placeholder increase used in salary-related calculations, saying the figure is not final and the board has not formally discussed adopting it. "He put in a flat, he put an increase of 3.5%," the administrator said, and added that the number is a placeholder for formulas such as unemployment and workers' compensation that depend on total wages.
