Committee members reported that preliminary core sampling revealed insufficient base layers in several pavement sections, meaning initial milling-and-overlay estimates were inaccurate. As a result, some streets originally slated for overlay must undergo full reconstruction, adding curb-replacement needs that were not originally budgeted.
