Commission backs pet-grooming permit that deviates from Thunderbird overlay rules
The commission recommended City Council approval for ARC 1 Associates' request to place a 1,000-sq-ft dog-grooming building at the rear of a 6,559-sq-ft lot to increase pet safety, granting relief from selected Thunderbird Overlay District facade and parking placement rules; staff will forward the recommendation to council on Feb. 3, 2026.

The El Mirage Planning and Zoning Commission on Jan. 13 recommended the City Council approve a conditional-use permit allowing ARC 1 Associates to deviate from certain Thunderbird Overlay District requirements for a proposed pet-grooming business at 12030 W Thunderbird Road.
