Town Planner Jeff Cadems described planning as the broad set of policies and plans that shape the town over time and zoning as the detailed rules that implement those policies at the property level. "Planning's the big picture. Planning is, why the town is the way it is today," Cadems said, citing master drainage plans, trail systems and land-use designations that reserve most town land for rural residential and agricultural use.
