Forward Pinellas outlines e‑bike guidance; staff flags legislative developments

Forward Pinellas briefed the board on e‑bikes and e‑mobility policy during the director's report. Staff provided a white paper previously shared with the county commission on Aug. 20 and summarized options local jurisdictions can pursue under current Florida law.

The director stressed the gray area around high‑speed e‑motos (vehicles capable of 40–60 mph) and the safety concerns they raise when ridden on trails or sidewalks. Local actions that staff said are permissible include adopting minimum operator ages, restricting e‑bike/e‑moto use on certain facilities (including beaches), and setting maximum speed limits on sidewalks or trails (for example, 15 mph). Saint Petersburg and some beach communities already have local measures in place, staff said. The director also noted a state bill with similar provisions was vetoed previously and staff expects related legislation to return; he plans to meet with the county administrator and bring options back to the commission for consideration.

Commissioner Flowers said she had proposed a policy statement to the Florida Association of Counties. The board did not take immediate action; staff will continue to coordinate with local governments and law enforcement to develop recommended templates that jurisdictions can adopt for consistency across Pinellas County.
