Council approved an amendment to the owner‑consultant agreement with Keller & Associates to expand the city's GIS utility mapping, adding newer subdivisions and utility features (water and sewer lines, hydrants, valves and lift stations). Coulter Hollings described the work as a time‑and‑materials agreement so the city can order only what it needs; "this is a time and materials agreement. So, really only as much as uh the city needs us," he said while describing the approach.
