Council recorded one provisional ballot during the canvass and confirmed voter residency under West Virginia Code 3-2-31 before opening and counting it. Poll commissioner Kandi Atkinson assisted the recorder in adding the ballot to the official tally; after the count the mayor and recorder read the revised totals aloud.
