City staff told council they solicited an additional civil-engineering firm because the engineer of record (Devco) lacked capacity to take on a new water-infrastructure project. Staff said the recommended firm's bid was on par with industry rates and in some cases below typical costs, and asked council if there were objections to moving forward with direct procurement for design and surveying work.
