Town staff reported that the wastewater improvement effort has been split into two projects: an initial phase focused on infiltration (removing stormwater inflow from the sanitary system) and subsequent work to address remaining system needs. The split is intended to avoid penalties on grant scoring that resulted from an earlier financing attempt and to make the town more competitive for OCRA and USDA funding.
