Board approves new facilities fee schedule, effective Oct. 1, 2026

The Palmyra-Eagle Area School District board voted to adopt a revised facilities fee schedule and associated personnel and equipment charges, to take effect Oct. 1, 2026. The policy standardizes four user classes—school-sponsored, local nonprofits, private/non-community groups and other community uses—and moves from a flat fee model to hourly rates with specific custodial and equipment charges.

Dr. Liz Kayser, the district administrator introduced the plan and said it would "standardize our hourly rate for the duration" and explicitly list custodial and personnel fees so users know costs up front. Board members pressed staff on how existing agreements (for example, community-center uses) would be handled, whether groups such as Park and Rec would fall under a smaller fee class, and how the district would enforce outside-user rules for athletic-field and building usage. Directors also emphasized communicating the change to the public and adding personnel-rate charts to the facilities form.

Supporters said the change will ensure consistent charges and cover real costs such as custodial overtime. One board member noted that some custodial pay rates need updating and urged attaching a clear personnel-rates reference to the policy so hourly staffing costs are explicit. The motion to approve the fee increases passed by voice vote.
