The council set an LOI deadline of Aug. 14 at 4:30 p.m. and authorized RFP administration and RFQ engineering services to support the procurement process, with motions moved by Eric Faught and seconded by April Bradshaw and Jan Piveral respectively; both motions carried 4–0.

At the July 28 meeting the Covington City Council set a Letter of Intent (LOI) deadline of Aug. 14 at 4:30 p.m. as part of its procurement timetable. The motion to "accept normal procedure with a LOI deadline of August 14 at 4:30PM" was moved by Eric Faught and seconded by April Bradshaw; the motion carried 4–0.
