Suzanne Harvey told the Council the procurement code has not been updated in years and that present dollar limits no longer match current prices. She suggested replacing a requirement that projects over $10,000 go through a full RFP with a three-quote rule for smaller procurements and recommended authority for the Town Manager to approve emergency expenditures up to $35,000.
