The Planning Commission unanimously recommended Sept. 2 that the City Council allow Bakersfield Parks, LP (owner of Pioneer Mobile Home Ranch, APN 001-231-01, 815 W Bridge St.) to permit dry camping while the owner completes engineered plans and raises funds for full redevelopment.
