Councilors discussed Resolution 20267, which would declare a municipal water urgency and authorize negotiation (but not execution) of a conditional storage agreement tied to the White River Regional Water Supply Project (Wolf Creek Reservoir). Alden, speaking for regional water partners, said the town’s internal needs assessment and exhibit A estimate a firm annual yield and that staff had aimed to include a five‑year firm yield for planning and permitting.
