Staff told the commission that the consultant's initial strike-draft left floor-area ratio (FAR) out of the draft revisions and that staff restored FAR to control building bulk. Staff presented spreadsheet analyses showing how different FAR values translate into potential home sizes on minimum lots and recommended FARs by district (50% in R4/R6, 60% in R8, 70% in R12) for single-family envelopes. The presenter emphasized that FAR recommendations would not apply to multifamily zones or to non-residential uses and that accessory dwelling units would be excluded from the single-family FAR calculation.
