Dominique Mazock, the public speaker introduced by the chair, urged the committee to prioritize incident-command training and decentralized district coordination for disaster response. Mazock told the committee they are a ham-radio operator and recommended technical preparedness for elected officials: "I am a ham radio operator, so I'm bringing in some of my knowledge into this," and urged council members to take ICS courses ("100, 200, 700, 800").
