Hayley Lewis, a Steger resident and animal‑welfare worker, told the Board that loose and aggressive dogs have become a recurring problem across the Village and described an attack on her dog near Veterans Park. "I have four separate houses on my street alone where they don’t have fenced in yards and their dogs are getting out and trying to attack not only people, but my dog," she said, recounting that police responded and the owner was ultimately cited for dog at large and aggressive dog/bite.
