What Tesca’s proposed ‘plan development’ process would change in Prospect Heights

Consultant Tesca outlined a three-step plan-development sequence (pre-application, preliminary plan review requiring substantive criteria, and final plan review requiring substantial conformance) designed to give developers clearer expectations and to reduce repeated neighbor opposition at final review.

The full story

Consultant Michael Blue described the plan-development track Tesca proposes as intended to give applicants and the commission clearer, earlier information on large redevelopment proposals. Under the draft approach, applicants would participate in a pre-application conference, file a complete preliminary plan application with substantial design and technical information, and, if approved at preliminary stage, proceed to a final plan determination that must substantially conform to the earlier approval. "That final plan development is not a second bite at the apple... it's asking for final information," Blue said, noting the goal is to avoid repeated controversy at the final stage.
