Committee recommends early rubric use, training for departments and RFPs

Committee members urged that the equity rubric be shared "up front" during plan development and included in RFP materials so consultants and plan contractors understand expectations. One member suggested sending the rubric as part of bid materials and offering an in-person walkthrough: "we can offer them come and talk to us and take time and walk them, you know, through a little bit so they they feel more comfortable."
