The ad hoc committee considered a proposed amendment to Section 12A-22 of the City of Dallas Code of Ethics to narrow the existing exception that allows certain appointed officials to contract with the city. Under the proposal an appointed board or commission member would be eligible for a city contract only if the award results from an open bid process and the member did not participate in creating the contract's terms.
