Council members debate FMPC #20 language and whether supermajority should apply to new, replacement or reopened facilities

A central topic at the Finance Committee was FMPC #20, which concerns the operating impact of capital improvements and the vote threshold used for approvals of facilities changes. Staff told the committee the 2021 language about a supermajority for "new and reopened facilities" created ambiguity about replacement facilities. To remove that ambiguity staff proposed clarifying the criterion so that added, replaced or reopened facilities would have a single, clear voting threshold. "Whether it's an added facility, a replacement facility, or a reopened facility, that it would require a majority vote and take away the ambiguity of the other," Jack Ireland said.
