Nancy Saurin described Question One as a constitutional amendment that requires governors to include "all terms and conditions" — not just wages — in memoranda of understanding for state collective bargaining units, and to present a budget figure that reflects those terms. She said the amendment would also subject all units of government, with the exception of higher education, to binding arbitration after an impasse, producing a binding determination for both sides.
