Jeff Stovall, the city—s chief information officer, summarized benchmarking that shows Dallas currently spends about 3.97% of operating budget on IT and has a low IT staffing ratio compared with Gartner medians. Stovall told the committee that outsourcing and managed services reduce internal FTEs but that the city now faces technical debt: he said roughly 90 applications (about 16% of the portfolio) are at end-of-life or unsupported and that some of those touch public-safety and finance systems.
