Staff presented two paths for updating Chapter 50 street-vendor rules. Option 1 would move defenses and create an upfront, low-burden permit to ensure basic public-health, sanitation and accountability standards for food distribution; Option 2 would move existing defenses without changing the requirements. City staff said the permit is intended to identify responsible parties, allow inspections and improve outreach to nonprofit partners.
