Finance Director Stephanie Harris presented a proposed ordinance to codify city policy on water and sewer adjustments and payment plans. Staff proposed defining "excessive usage" as 2.5 times a customer's three‑month average, allowing adjustments for verified leaks or one‑time events (pools, repairs), permitting a payment plan up to 12 months if arrangements are made before becoming delinquent, and raising the disconnection/reconnection fee from $25 to $50 to better reflect staff time.
