Commissioners recommended approval of cut-and-fill variances for the Great Wave site plan (SP‑20260221D) at 3900 West Howard Lane, subject to staff conditions and additional commission conditions including on-site tree mitigation, riparian restoration and a minimum of 676 new trees.

Austin Development Services staff presented the Great Wave site-plan D permit (SP‑20260221D) at 3900 West Howard Lane and explained the applicant’s request for variances to the land development code to allow grading deeper than standard limits. Mike McDougall said the applicant requested variances to LDC 25.8.3.41 and 25.8.3.42 to permit cut up to 20 feet and fill up to 20 feet and recommended approval with conditions including on‑site tree planting and 2.79 acres of riparian enhancement.
