Watershed Protection staff summarized differences between City code, mining permits, and the Dogs Head development agreement: mining activities are carved out of some protections, critical water-quality zone designations were restructured and acreage limits set, and the July amendment added a 79% maximum total impervious-cover allowance for the project area.
