Commissioners agreed to establish a five-member working group to provide focused recommendations on the Dog's Head developments before the items return to the commission and move on to council. Commissioner Maxwell described the site as "complex and quite large" and said the working group would help craft specific suggestions for the commission ahead of the September hearings.
