After a protracted debate, the Dallas City Council voted Feb. 25 to reject proposals received last year for third‑party investment advisory services for the city's two major pension systems and to re‑advertise the solicitation with enhanced specifications. The move followed concerns from council members about process, independence and the need for additional oversight provisions.
