Task force backs developing voluntary permit-withdrawal and site closeout rules
Mar 4, 2025
After extended discussion about who can end an active cannabis use permit and how to ensure sites are safely closed, the task force voted to direct staff to draft regulations for voluntary withdrawal, site closeout checklists, and required documentation (including state withdrawal proof or inspections).

Members discussed a gap in current Lake County code: there is no routine mechanism for a permittee to close an active use permit immediately; today permits end only after revocation or two years of nonuse. Task force members asked whether a withdrawal could be without prejudice, who (landowner or operator) could request withdrawal, and what proof and remediation would be required. Staff proposed using a site closeout inspection focused on safety and only issuing code-enforcement notices if further remediation is needed; planning staff said that approach would avoid stripping property owners of legitimate improvements.
