Sep 15, 2026
Council received a staff presentation on a draft e-bike ordinance to take effect with state law on Dec. 1. Town staff presented a draft local ordinance intended to implement elements of Session Law 2026-46 and to give the town regulatory control over e-bike use on sidewalks and multi‑use paths. The package would prohibit Class 3 high-speed e-bikes within town limits, allow Class 1 pedal-assist bikes on sidewalks, permit Classes 1 and 2 on paved greenways and multi-use paths with a posted speed limit of 15 mph, and prohibit e-bikes on unpaved natural-surface trails. The draft also proposes a graduated civil penalty scheme (warning, $25, then $50) and helmet requirements for riders under 18.
