The Permanent License Appeal Board began its Sept. 3 meeting by outlining its quasi‑judicial role and how it decides exemption requests under the Dallas City Code. The chair said the board applies a "preponderance of the evidence" standard and will not engage in ex parte communications; applicants present evidence first because a failure to meet the required findings results in denial by default.
