Board members spent an extended portion of the meeting discussing the town's minimum-bill policy and how to handle unpaid charges when tenants move out. A staff member said the state law change prevents billing metered services to landlords: "Metered services cannot be billed to the landlord," the staff member said, adding that stormwater or other flat fees may be different.
