Regulatory Chief Garcia told the board that the staff had prepared systems and communications around a September 1 go-live and that shortening the interval between a board vote and an effective date would be difficult to accomplish. "I think it's gonna be a little difficult to accomplish that," Garcia said, adding later, "I don't know that we'll be able to get that ready in 2 days."
