Code draft targets pedestrian connectivity: sidewalks, trails and fee‑in‑lieu provisions

The 50% draft adds requirements for sidewalks, pedestrian connections and trails in subdivisions, sets minimum sidewalk widths (5 feet residential, 8 feet non-residential), and creates a fee-in-lieu or alternative-improvement option when connectivity cannot be constructed immediately so improvements in the town's trails master plan can be used instead.
