Objectors to Initiative 2025‑26 No. 218 urged the Title Setting Board to grant a rehearing, arguing the proposal combines distinct subjects including converting Pinnacle from a political subdivision to a mutual insurer, directing a $150 million payment, changing premium‑tax treatment and requiring the Commissioner of Insurance to develop a new risk plan for residual workers' compensation coverage. Objector counsel Martha Tierney said the measure "does several different things" and that the payment would strip policyholders' vested rights in surplus funds.
