City staff previewed an RFP for the 1155 Manchester site to solicit attainable-housing proposals, targeting units affordable to households at 30–60% and 60–120% AMI; council asked for a better market-value appraisal and guidelines for family-sized units.

City manager (Colburn) and planning staff previewed an RFP to solicit developer proposals for an attainable-housing project on a candidate site (1155 Manchester). The manager said the RFP will ask developers to describe capital stacks and affordability approaches and that the city is open to negotiating reduced or no-cost land acquisition for proposals that demonstrate long-term affordability: "The city is interested in a development that will provide units that are affordable to residents making between 30 to 60% AMI ... and 60 to 120 AMI," the manager said.
