Staff: Chelsea master plan draft delayed pending transportation study and CIP timing

Planning staff informed the commission that the draft master plan was not included in the packet because the Chelsea area transportation study results still need to be incorporated into the transportation chapter. "You may have noticed that the master plan draft is not here," staff said, adding the transportation study results "absolutely need to be incorporated into the transportation chapter." Staff also noted that the capital improvements plan (CIP) is going to city council next week and that those timing issues slowed the master-plan process.
