Bruce Himes presented proposed changes to the Recycling budget on behalf of Todd, saying staff recommended hiring a part‑time summer employee and increasing utilities to allow installation of a building heater. Himes said recyclers currently avoid the site because there is no dock and said he will investigate building a dock and the possible purchase of a telehandler.
