Mono County adopts updated Emergency Operations Plan and multi-jurisdictional hazard mitigation plan

The board adopted an updated Emergency Operations Plan and approved the Mono County and Town of Mammoth Lakes 2026 Multi-Jurisdictional Hazard Mitigation Plan (FEMA/Cal OES tentatively approved). The mitigation plan adds new hazards, eight mitigation goals and a public story map for ongoing public input.

The Mono County Board approved two preparedness documents July 7: an updated Emergency Operations Plan (EOP) and a joint multi-jurisdictional hazard mitigation plan covering Mono County and the Town of Mammoth Lakes. Assistant CAO Christine Bouchard told the board the EOP meets standards and includes job aids for EOC roles, which the board adopted so departments have actionable guidance for incident response.
