Staff proposes removing timing limits and political-sign carveouts from Monroe code

Sep 9, 2026

Planning staff proposed striking the 30-day pre-election and 2-day post-election timing rules and the political-sign category from the city's yard-sign rules, citing case law that limits regulating a sign's message; staff recommended the conceptual changes be forwarded to council for ordinance drafting and additional hearings.

The full story

Staff explained that recent protests and litigation concerns prompted a review of the city's political-sign rules and proposed a conceptual change: remove the section that treats political signs as a discrete yard-sign category, strike the 30-day-before/2-day-after timing restriction, and remove language regulating human-held signs. Staff said the change is intended to avoid conflicts with case law that prohibits regulating a sign based on its message.
